Description: High above the birthplace of the MTO, this mountain offers a view that spans six counties. What do the locals call this spot?
The clue mentioned MTO, which I did not recognize at first. A quick search showed that it meant Made-to-Order, something related to business and that brought me back to the earlier challenge Gateway to the Turnpike, which makes Sheetz as the clue.

From there I checked the Sheetz Wikipedia page and found that the company was founded in Altoona, Pennsylvania, so that became the area to search.
After that I looked for a mountain west of Altoona and found Wopsononock Mountain. A quick search for that name immediately gave the local nickname Wopsy, which was the flag.
